The Health Research Authority (HRA) is an executive non-departmental public body of the Department of Health and Social Care in the United Kingdom. It was established on 1 April 2012 as part of a package of reforms to ensure that health research in England is conducted with appropriate ethical standards and patient safety in mind.

The HRA works collaboratively with organisations, including NHS Trusts and Clinical Commissioning Groups, research sponsors, universities, clinical trials units (CTUs), commercial companies and other regulatory bodies, to make sure patients are kept safe while taking part in research. The HRA authorises all health research projects which involve NHS patients or their data; provides advice on how to manage risks associated with health research; sets standards for good practice when conducting clinical trials; supports innovation by streamlining processes related to health research governance; promotes public understanding about clinical trials; monitors compliance through risk-based inspections. The HRA also facilitates access to anonymised datasets from NHS Digital where appropriate for approved uses such as academic studies or service evaluation purposes.

It has four main objectives: protecting participants’ rights during health research; increasing public confidence in the regulation of health research; improving quality assurance within the system for approving and monitoring new studies involving human participants; ensuring efficiency by reducing administrative burden associated with ethics approval process.

Overall, the HRA plays a vital role in making sure that any medical advances made through clinical trials are achieved safely and ethically so that they can ultimately benefit society at large.
