Norfolk Primary Care Trust (PCT) was a National Health Service body created in April 2002 as part of the government's Health and Social Care Act 2001. Norfolk PCT was responsible for commissioning health services for the people of Norfolk and providing public health advice and information. It had an annual budget of £1.5 billion to provide healthcare to 1.5 million people.

The PCT was dissolved on 31 March 2013 when it merged with NHS South Norfolk Clinical Commissioning Group (CCG) to form NHS Norfolk and Waveney CCG, as part of the NHS reorganisation across England under the Health and Social Care Act 2012. It was replaced by seven Clinical Commissioning Groups (CCGs): Norwich, Great Yarmouth & Waveney, King's Lynn & West Norfolk, North Norfolk, South Norfolk, Breckland and Broadland CCGs. The CCGs are responsible for commissioning the majority of health services in their local areas, including primary care and specialist hospital care.

Norfolk PCT worked in partnership with hospitals, GPs and community services to provide a comprehensive range of healthcare services to meet local needs. It was also involved in other initiatives such as healthy eating campaigns, smoking cessation programmes and physical activity programmes. The PCT’s vision was to create ‘a healthier future for all’ by working together to improve the health of the people of Norfolk.
